Stopping by from SITS.

As an avid DIYer I can't swear that this is the same method they use (probably isn't, in fact) but I'll bet it would give you similar result if you wanted to try it yourself!

There's a type of paper you can buy (it's pricey, but goes a long way if you do it right) called waterslide decal paper. You buy the type that matches the printer you have (inkjet vs laser, for instance), make your images the way you want them on the computer, print them out and spray with an acrylic topcoat and let it dry. Then you soak the pieces in water til the topcoat comes off with the printing attached and apply it to just about any surface--including tiles you can buy at the hardware store for fairly cheap. Seal it like you would any other craft project (or set small tiles in pre-made bezel cups from a jewelry supply store like Fire Mountain Gems or some such) and you're golden!
